Legal Register Centre (LRC)

The Legal Register Centre is an expert bureau operating under the administrative branch of the Ministry of Justice.

The Legal Register Centre is tasked with register-keeping and data management of the administrative branch of the Ministry of Justice’s key registers, as well as the enforcement of pecuniary penalties. LRC is responsible for the development and maintenance of judicial administration’s information systems. LRC operates as the administrative branch’s IT procurement unit and is an independent accounting unit. A total of around 160 people work at the Legal Register Centre. Approximately 80 of them work with IT service information system development and maintenance.


History and background

In its current form, the Legal Register Centre is a relatively new organisation.

The Act on the Legal Register Centre, enacted in 2012 (625/2012, in Finnish, opens in a new tab ), laid the basis for the current Legal Register Centre which brings together the Legal Register Centre and the ICT Service Centre for the Judicial Administration under a single bureau.

The Legal Register Centre was originally founded in 1996 to carry out the duties appointed to it in the legislation valid at the time (1287/1995). Its duties included maintaining judicial administration’s registers and information systems and forwarding data produced by judicial administration to other authorities. It was also responsible for enforcing fines, forfeitures and receivables and maintaining the administrative branch unit’s research registers. In addition to these duties, the bureau had units for development services and administrative services.

The ICT Service Centre for the Judicial Administration was founded in 2006 to produce IT development, expert, production, procurement and support services for the Ministry of Justice and other bureaus under the administrative branch. The ICT Service Centre comprised of units for infrastructure, projects, customer service and application.
